The European Union may offer to run jails in the West Bank and Gaza Strip. The plan, reported in the Jerusalem Post, would be a way of ensuing that suspected terrorists on a list agreed to by Israel and the Palestinian Authority actually remain in jail. Israel long has charged that the Palestinian Authority arrests suspected militants to appease world opinion, but then releases them.
