The first Israeli political party to hold coalition discussions Monday with representatives of Prime Minister-elect Ehud Barak made it clear that it would not participate in a government that includes the fervently Orthodox Shas Party. Discussions with the left-wing Meretz Party were followed Monday by similar talks with Yisrael Ba’Aliyah, then the Center and Shinui parties. Political observers said the preliminary, informal round of coalition talks would end by Wednesday, with tougher discussions to begin next week.
