The five-nation monitoring committee overseeing the 1996 cease-fire on the Israel-Lebanese border condemned both Israel and Hezbollah for an escalation in hostilities last month that claimed the lives of civilians on both sides. The group convened Tuesday following a three-week-period in which Israel boycotted the committee.
