The Geneva-based U.N. Human Rights Commission plans to send a three-member commission to investigate alleged abuses in the West Bank and Gaza Strip. Israel has said it will not cooperate with the panel, created in October, when the commission passed a resolution accusing Israel of “war crimes” and “widespread, systematic and gross violations of human rights.”
