The House, by a 242-163 vote has adopted the foreign aid bill for fiscal year 1978 that includes $1 billion in military aid and $785 million in security aid for Israel. The bill authorizes the funds but actual funding must come in an appropriation bill yet to be drafted. The Senate has yet to act on its own authorization measure.
