The International Red Cross is denying reports that it is helping Israel and Hezbollah negotiate an exchange of prisoners, the Israeli daily Ma’ariv reported. The organization’s spokesman in Israel was responding to remarks by Hezbollah’s secretary-general that the Red Cross is serving as a mediator after Israel reportedly rejected offers from Spain, Germany and Russia to try to negotiate the release of three Israeli soldiers and a civilian held by the Shi’ite group in Lebanon.
