The Jewish Agency for Israel held a Memorial Day ceremony on Tuesday for Jews killed in terrorist attacks outside Israel. Since 1968, 200 Jews outside Israel have been killed either in terrorist attacks or anti-Semitic incidents, according to agency officials. Among those at the ceremony were Rosie and Victor Ulcer from Istanbul, whose son Yoel was killed in the 2003 terrorist attack on the Beit Israel synagogue in the Turkish capital.
