The newly elected governor of the Russian region of Kursk, Alexander Mikhailov, accused a former governor of the region of being backed by what he called the “All-Russian Jewish Congress,” according to the Union of Councils for Soviet Jews and the Moscow office of the Anti-Defamation League.
