The next World Zionist Congress may be held in Jerusalem at the end of 1976, the presidium of the Zionist General Council (Actions Committee) was informed at a meeting here Monday. The Council met under the chairmanship of Yitzhak Navon to plan its own next session. Most members appeared to favor a date near the end of this year. Avraham Shenker, head of the WZO’s organization department, said that many members were opposed to holding a General Council meeting immediately after the Jewish Agency’s General Assembly which usually convenes in June.
