The Palestinian Authority arrested and then released a leader of the Palestinian militias who claimed responsibility for a Sept. 20 drive-by shooting in which a mother was killed in front of her children, Israeli officials charged. The officials are demanding that Atef Abayyat be rearrested and that the Palestinian Authority take other meaningful steps against violence before cease-fire talks are held.
