The Palestinian Authority failed to “deploy its security resources consistently and effectively against terrorism,” according to a report by the White House. The report was submitted to Congress last week when Bush formally waived congressional restrictions that would ban direct assistance to the Palestinian Authority. It outlines steps that the Palestinian Authority has taken to arrest terrorists, confiscate arms and dismantle terrorist groups. It said that condemnation of terrorist attacks “were not generally followed up with concrete and sustained actions to prevent further acts of violence.”
