The Palestinian Authority issued guidelines for foreign journalists working in the selfrule areas. The guidelines, which in part call on the journalists to obtain a license, prompted concerns that the self-rule government is trying to muzzle the media. Palestinian officials said they made the move to comply with the Wye agreement, which calls for a Palestinian crackdown on incitement.
