The Palestinian Authority must demonstrate “effectiveness in governing” before January legislative elections, Condoleezza Rice told a Jewish group. Meeting Tuesday with a delegation from the Israel Policy Forum, the U.S. secretary of state said the United States would focus on helping the Palestinians’ current, relatively moderate leadership govern effectively ahead of the elections.
