The Palestinian Authority received in 1999 only $174 million of the $740 million promised by international donor nations, according to Palestinian official Nabil Sha’ath. The Israeli daily Ha’aretz cited a number of reasons, including the donors’ refusal to fund a peace process that had been frozen for most of the year.
