President Yasser Arafat’s Fatah movement announced a six-month halt to attacks. The announcement by the P.A.’s information minister, Nabil Amr, came as P.A. Prime Minister Mahmoud Abbas said he would meet with President Bush in Washington later this month. The White House did not confirm the report.
