The Palestinian Authority will pay a quarter of the salaries it owes. The Hamas-led government pledged to pay 40,000 of the 165,000 workers it employs by this weekend. The 40,000 will include the lowest-paid earners. The government is by far the largest employer in the Palestinian economy and sustains it.
