The Palestinian Authority’s information minister charged Wednesday that Israel was responsible for a terror attack a day earlier in Hebron because Prime Minister Ehud Barak’s government was delaying the peace process. Israeli Foreign Minister David Levy responded angrily to Yasser Abed Rabbo’s comment, saying that the Palestinians’ “basic obligation is to fight terrorism and prevent it. Without that, there is no basis for talks at all.”
