The “Quartet” approved a program to funnel emergency assistance to the Palestinians. The mechanism, aimed at bypassing the Hamas-led Palestinian Authority, was drawn up last Friday by the European Union and endorsed Saturday by its three partners — the United States, United Nations and Russia. The Palestinians, in a funding crisis since Hamas came to power in March and triggered a foreign aid blockade, welcomed the initiative.
