The Senate confirmed Jack Lew, 42, to serve as President Clinton’s director of the White House Office of Management and Budget. As deputy budget chief and a senior White House domestic policy aide, Lew was instrumental in constructing the compromise that restored some federal welfare benefits to legal immigrants.
