The Senate passed a provision in the foreign-aid bill that could cut aid to Israel and other countries that do not extradite people charged with crimes in the United States. The Senate passed the measure by a vote of 86-12 on Wednesday before approving the foreign-operations appropriations bill by 98-1. The bill could hurt U.S. aid to Israel if it refuses to extradite someone charged with a crime, as it did in 1998, when a Maryland man, Samuel Sheinbein, fled to Israel after being charged with murder.
