The Senate subcommittee chairman responsible for writing the foreign aid bill expressed opposition to an Israeli proposal for an additional $1 billion in U.S. foreign aid to help fund security arrangements if the Jewish state agrees to redeploy troops from the West Bank. Speaking to U.S. Secretary of State Madeleine Albright before she began testimony before a Senate appropriations subcommittee hearing, Sen. Mitch McConnell (R-Ky.) said he hoped no promises had been made to this effect “because many people will be very disappointed.”
