The State Department reiterated over the weekend that the United States considers the establishment of Jewish settlements on the West Bank as “unhelpful and detrimental” to the peace process. Deputy spokesman Alan Romberg, however, refused to expand on his statement when he was asked about a report that Premier Menachem Begin had reasserted to Secretary of State Alexander Haig Israel’s belief in its right to establish settlements.
