The transfer of 17 Palestinian terrorist suspects from Ramallah to Jericho was delayed. The men refused over the weekend to move to Jericho, as requested by Palestinian Authority President Yasser Arafat. On Sunday night, Arafat’s Palestinian Authority reportedly said it would allow the men to remain in Ramallah pending further negotiation with Israel.
