The U.N. nuclear watchdog agency said achieving Israeli-Arab peace was key to ridding the Middle East of weapons of mass destruction. “I don’t think we will be able to force Israel outside the peace process to give up weapons of mass destruction,” Mohamed ElBaradei said at a Dubai conference Monday, referring to Israel’s presumed nuclear arsenal.
