The U.N. Security Council began deliberating a proposal Tuesday afternoon aimed at ending the Israel-Hezbollah war. Lebanon has rejected a proposal agreed to over the weekend by France and the United States because it does not call for a complete withdrawal of Israeli forces. Israel has said it will not withdraw until an international force can take its place and prevent Hezbollah’s return to border areas.
