The U.S. House of Representatives defeated an amendment that would have provided elementary students in low-performing schools up to $3,500 in tuition vouchers for private and parochial schools. Students in any grade who were the victims of violence at school could also have applied for the vouchers. While many Jewish organizations actively opposed the measure, the Orthodox Union urged lawmakers to pass the amendment, proposed by Rep. Dick Armey (R-Tex.).
