The U.S. House of Representatives overwhelmingly passed a measure that would impose stiff measures on the Palestinian Authority should Yasser Arafat unilaterally declare a Palestinian state. The proposal is significantly tougher than resolutions passed by the House and the Senate last year urging President Clinton to denounce Arafat if he made the declaration.
