The U.S. Senate narrowly passed a $12.6 billion foreign aid bill on Wednesday by a vote of 51-49, with four Republicans joining all Democrats in opposing the measure. With a similarly close vote in the U.S. House of Representatives on Tuesday, the bill, which includes nearly $3 billion in economic and military assistance to Israel, now heads to President Clinton. The Clinton administration has said the president will veto the bill because it provides nearly $2 billion less than what he requested, including no funds for Israel and the Palestinians to implement last year’s Wye accord.
