Israeli, Arab, British and Canadian diplomats are being invited to the two- day conference on the attack, which killed 34 Americans. Israel long has maintained — and repeated U.S. inquiries have agreed — that the attack was a case of mistaken identity, but some critics still say the attack was deliberate.
