The United States and European Union want the Israeli and Palestinian prime ministers to meet as soon as possible. Foreign Minister Brian Cowen of Ireland, which holds the E.U.’s rotating presidency, met in Washington on Monday with U.S. Secretary of State Colin Powell and discussed the “road map” peace plan, backed by the diplomatic “Quartet” of the United States, Russia, the United Nations and the European Union.
