The United States denied claims that it is having discussions with Hamas leaders. Hamas political leader Khaled Meshaal said Monday that the United States and European Union were negotiating a cease-fire with Hamas. But State Department spokesman Richard Boucher said Tuesday that the United States does not talk with groups on its Foreign Terrorist Organization list.
