The Welsh have successfully adopted the Hebrew Ulpian technique in disseminating their language. They even use the Hebrew word ulpan with a Gaelic inflection to describe their crash courses lasting three months. The first ulpan course was opened in Cardiff with 10 people. Today the courses operate throughout all of Wales, run by municipalities, universities and voluntary groups. They are so popular there are waiting lists. Business and professional men take time off to study Welsh by techniques copied from Israel’s system.
