The World Jewish Congress said its new finance director would enable the group to “set the highest standard in financial administration” among nonprofits. The vow made by Stephen Herbits, the WJC’s secretary-general, came Tuesday as the group announced the hiring of S. Allan Dubow, a New York accountant.
