“Though Poland is rapidly approaching a stable condition, the new conditions of life, combined with the wholesale impoverishment of the Jewish people by successive wars, pogroms, currency inflations, and business disasters, still holds them in a critical and distressing situation.
“Had it not been for the aid of American Jews, administered with a high degree of intelligence and devotion, the situation of the Jews would have been incalculably worse.
“The operations of the J.D.C. have brought about the beginning of a union of Jewish forces, and which is already exerting an influence for good upon the Poles and the Polish Government, cliciting their respect, and evoking more generous support for the Jewish institutions.
“Because of the very character of the service rendered by the representatives of American Jewry and the direction and stimulus they have given to local effort, we cannot withdraw uptil Polish Jewry has an opportunity of working out their problems.
“The solution of their problems cannot be accomplished by concentration on any one project or in any one direction but by a sane development of the personal resources of the Jewish people in many directions.”
