Three U.S. Jewish leaders said they had negotiated with the Soviets to allow Soviet Jews to fly to Israel directly via Rumania and a general easing of restrictions of Jewish religious and cultural activities. Israeli officials and Soviet Jewish activists were cautiously optimistic.
