one. M. Titulescu’s declination of the post apparently interfered with this plan.
It is not believed, however, that M. Titulescu will remain adamant in his refusal to join the cabinet, but will come to terms when M. Tatarescu agrees to meet conditions the veteran statesman undoubtedly has raised. M. Titulescu, it is recalled here, delayed his acceptance of a post in the Tatarescu cabinet last January until he was assured that the government would adopt a vigorous policy against anti-Semitic terroristic elements responsible for the assassination of the former premier, Ion G. Duca, in whose cabinet M. Titulescu also served.
It was believed likely here today that in the event M. Titelescu persists in his refusal, Premier Tatarescu may name an acting minister for foreign affairs in order to round out his cabinet.
