Premier George Tatarescu met with an unexpected obstacle today in his plans for formation of a new government when Nicholas Titulescu, Foreign Minister in his previous cabinet and the dominant figure in the Rumanian political scene, refused to return home to accept a portfolio in the projected new cabinet.
The Tatarescu cabinet resigned yesterday and King Carol instructed Premier Tatarescu to submit a new cabinet slate. It had been expected that the premier would have this completed today, including most of the members of his former government in the new
