Only those debtors who are financially able to pay but who refuse, will be imprisoned for twenty-one days instead of ninety days as at present, under the terms of a new ordinance to be enacted shortly which will abolish imprisonment for debtors who are unable to meet their obligations. The announcement of the new ordinance was made by High Commissioner Chancellor at Jenin.
