The Council of People’s Commissaries and the Central Executive Committee of the Republic of Daghestan, after consideration of a report submitted to them on the position of the mountain Jews in the Cantasus, have decided to enact a number of legislative measures to improve the economic, legal and cultural position of the Jewish population of Daghestan. Special efforts will be made to facilitate the settlement of the mountain Jews on the land and their participation in industrial activity.
