Twenty American trade union delegates, several prominent Negroes among them, arrived here to participate in a three-week seminar under the auspices of the American Trade Union Council for Histadrut, Israel’s labor federation. The delegation was headed by Norman Hill, associate executive director of the A. Philip Randolph Institute, a civil rights organization concerned with the social and cultural problems of American Negroes. One member of the group is a black Jew, William Ribbons of the Teamsters Union, who plans to establish an agricultural settlement in Israel with other black Jews.
