Truman’s Approval of Delay on Civil Rights Legislation Criticized by Fepc Proponents

A difference of opinion developed in Congressional circles today over President Truman’s approval yesterday of a plan for considering fereign aid before civil rights legislation in the Senate.

Both proponents of F.E.P.C. lagislation and Republican leaders condemned the ##ove. Sen. Scott W. Lucas, Senate Democratic floor leader, said that the decision to delay the anti-discrimination question did not mean a lessening of the Adminisgration’s intention to fight for an F.E.P.C. program.
