In February, 1933, both countries signed an agreement providing for the creation of a mixed claims commission, consisting of three Americans and three Turks. All claims and evidence concerning them was to have been submitted to the commission by August 15, 1933 at Istanbul, where the tribunal held its sittings.
Owing to the fact that one of the Turkish members of the commission was dispatched by his government on an important mission, more than a year elapsed before the commission held its final and decisive session in September of this year.
