Two 21-year-old Jewish Defense League members walked Friday night into a Soviet Embassy reception attended by a large number of top-ranking American officials and handcuffed of themselves to a balcony. As some 2,000 guests milled around, the youths shouted “Get the Jews out of the Soviet Union.” After 15 minutes, police arrived and cut the handcuffs from Gordon Rayfield and Miss Terri Green and booked them on disorderly conduct charges. After posting $10 bond each they were released for appearance in court on Nov. 23. Soviet Ambassador Anatoly Dobrynin was informed about the incident but he made no effort to intervene. Secretary of State William P. Rogers left just before the incident and Dr. Henry Kissinger had just arrived.
