Two leading U.S. senators introduced a bipartisan “Marshall plan” for the greater Middle East. Sen. Chuck Hagel (R-Neb.), who chairs the economic subcommittee of the Senate’s Foreign Relations Committee, and Sen. Joseph Lieberman (D-Conn.), who ran for his party’s presidential nomination earlier this year, on April 8 announced the Greater Middle East and Central Asia Development Act of 2004.
