Dr. Leo Motzkin, chairman of the Actions Committee of the World Zionist Organization, and Dr. Emil Margulies, noted Czechoslovakian Zionist leader, submitted today to P. de Azcarate Florez, director of the Administrative Commissions and Minorities section of the League of Nations, a lengthy petition against infringement by Germany of the Upper Silesian convention in treatment of the Jews by the Nazis.

The petition was submitted on the basis of Article 72 of the convention in behalf of the Committee of Jewish Delegations, the American Jewish Congress, the Czechoslovakian Jewish party, the Jewish consistoire of Bulgaria, the Jewish Parliamentary Club of Poland and a number of other Jewish organizations throughout the world.

A second petition was submitted to the League secretariat in behalf of Upper Silesians of Jewish origin, under Article 147 of the German-Polish convention.

Both petitions request urgent consideration of the question which, if recognized, may be raised at the session of the League Council later this month
