The General Assembly today approved unanimously a draft United Nations Declaration on the Elimination of All Forms of Racial Discrimination. The declaration condemns discrimination on grounds of race, color or ethnic origin as “an offense to human dignity, capable of disturbing peace and security among peoples.”
It condemns all propaganda and organizations “based on ideas of the superiority of one race or group of persons of one color or ethnic origin,” declares that all such incitements or acts of violence against any racial group be punishable by law and calls upon all states to “take immediate and positive measures to prosecute and/or outlaw organizations which promote racial discrimination or incite to or use violence for the purpose of discrimination based on race, color or ethnic origin.”
