The United Nations Commission on Human Rights convened here today for a four-week session and, in spite of Soviet bloc coldness to the proposal, agreed to give second place on its lengthy agenda to a draft declaration that would ban all forms of religious intolerance. First place on the schedule was allocated to a similar draft dealing with the banning of racial discriminations. The Commission elected Enrique Ponce Carbo, of Ecuador, as chairman.
