The United Nations Ad Hoc Committee on State-lessness has adopted several proposals put forth by Dr. Isaac Lewin, Agudas Israel representative, and has incorporated them into its current working paper on the protection of stateless persons.
The first suggestion was that refugees may not be expelled from a country except “on grounds of national security or public order and according to such procedure and safeguard as are provided by law.” The second proposal provided for all nations to undertake “not to expel, in any manner whatsover, refugees to the frontiers of territories where their life or freedom would be threatened on account of race, religion, nationality or opinions.”
