As the first attempt in over a quarter of a century to create an International Bill of Human Rights neared the close of its first stage, the U.N. committee drafting the Bill this week-end agreed on the right to emigrate and the right of all peoples to equal access to equal access to all vocations and professions.
These two specifications give a more concrete meaning to the generalized statements on fundamental freedoms and basic human rights which the committee has incorporated into the draft it will send to its parent body, the U.N. Commission on Human Rights.
