A further step in efforts to bring about an Arab-Israel peace was taken today by the United Nations Conciliation Commission for Palestine. The Commission handed to the Arab states and Israel a note clarifying its proposals of last March 29 that subcommittees of Arab and Israel representatives be set up to deal with various aspects of a peace settlement. The notes also expressed the hope that the subcommittees would be established without further delay.
Meanwhile, the Commission released its sixth progress report — covering its activities for the five-month period between December 9, 1949, and May 8, 1950. The report reviewed the fact that the Arabs demand repatriation of Palestine Arab refugees as a condition for discussing peace, while the Israelis insist upon direct negotiations with the Arabs on peace. The report concludes that the only possible compromise between the two positions lies in its March proposals for mixed subcommittees.
